    Dry Mix. In a large bowl, mix the flour, sugar, powder, and nutmeg.

    Cut in Fat. Add the cold butter cubes. Use your fingertips to rub the butter into the flour until the mixture resembles coarse breadcrumbs.

    Heat Oil. Heat the oil in a deep pot to 350°F (175°C).
