    Build the stock base. Heat olive oil in a large, heavy pot over medium-high heat. Add the sliced fennel and onion and cook, stirring often, for 8 minutes until softened and beginning to caramelize. Add the garlic and cook for 1 minute . Add the small bony fish and stir well, breaking them apart slightly with a spoon.

    Add the crushed tomatoes, orange zest, steeped saffron with its water, and enough cold water to cover everything by about 5cm (approximately 1.5 liters). Bring to a vigorous and cook on high heat for 20 minutes , skimming any foam that rises to the surface. The aggressive emulsifies the olive oil into the broth, creating its characteristic rich consistency.

    Strain the stock through a fine-mesh sieve or food mill, pressing hard on all the solids to extract maximum flavor. Discard the solids. Return the strained broth to the pot. Taste and season aggressively with salt and pepper. The broth should be intensely flavored.

    Bring the strained broth back to a . Add the shellfish first and cook for 3 minutes until they begin to open. Add the firm fish fillet pieces and gently for 5 to 8 minutes until just cooked through. Do not stir; use a spoon to submerge the fish gently. Discard any shellfish that have not opened.

    To serve, place 1 to 2 rouille-spread croutons in each warmed soup bowl. Ladle the fragrant saffron broth over the croutons first, then carefully transfer the fish and shellfish pieces alongside. Garnish with reserved fennel fronds and serve immediately.
